ACCREDITATION APPEAL PROCESS
A “NO ACCREDITATION” decision or “NA” is passed upon an engineering program when one or more shortcomings classified as deficiency is found and proved during a thorough accreditation review process.
Only a “NA” accreditation decision may be appealed for review and consideration by PTC.
In the event of such a decision, the HEI may file an appeal, in writing, to PTC after seven (7) days from the receipt of the official PTC “NA” decision but no later than one hundred fifty (150) calendar days reckoned from the said receipt. After the one hundred fifty (150) day period shall have lapsed and no appeal is received by PTC, the decision of “NO ACCREDITATION” shall be deemed final. On the other hand, the HEI may opt not to file the appeal but instead decide to reapply the program for accreditation during the next accreditation cycle but no earlier than one (1) year from the last accreditation visit conducted on the program.
Filing an Appeal
- The HEI, through its authorized person, shall send a letter of appeal addressed to the President/Chairman of PTC;
- The letter of appeal shall include an Annex on a narrative why a “NA” decision may be reconsidered by PTC; and
- The said Annex shall primarily contain responses to each of the Deficiencies cited in the most recent and appropriate Final Statement Report (FSR) on the program whose accreditation is being appealed. All relevant evidence supporting the responses and other actions undertaken on the program to improve compliance must be included at this time. No further document and/or evidence submission shall be accepted after the formal receipt of the appeal.
Resolution of an Appeal
The President/Chairman of PTC shall constitute the three-man ADRP and forward the appeal documents to the ADRP within fifteen (15) days from receipt of the appeal.
The ADRP shall immediately convene and shall adjudicate the matter with finality within sixty (60) days from receipt of the appeal documents.
The decision of the ADRP shall be final and may be only one of two options, as follows:
- Sustain the “No Accreditation” decision action; or
- Conduct a revisit of the program which complaint is being adjudicated. The revisit should be conducted no later than 1 year from the filing of the complaint.
